Public-university students, teaching staff and other employees marched across Argentina on October 15, demanding higher salaries, more resources for universities and implementation of an enacted funding law. The fifth nationwide march included a gathering outside Congress in Buenos Aires and demonstrations in other major cities. The campaign began in April 2024.
Congress approved the legislation in August 2025. President Milei vetoed it, citing his balanced-budget objective, but both chambers overrode the veto in September. The government enacted the law while withholding implementation and budget allocations. University bodies sought judicial enforcement, prioritizing pay and scholarships. Unions consider a partial 24% salary rise agreed in June inadequate.
A report by CIICTI found that university-sector salaries rose 236% between November 2023 and September 2026, compared with cumulative inflation of 344%. CIICTI calculated that purchasing power fell 24% over the period covered by its report and that restoring it would require a 32% pay increase.
