The African Development Bank Group, a multilateral development bank, approved $487 million (about €433.9 million) for Morocco on October 21, 2026. The funding is for the third phase of its Programme to Support the Strengthening of Economic Governance and Resilience to Climate Change. It aims to advance economic reforms, strengthen climate resilience and promote inclusive growth in the North African country.
The first component supports restructuring state-owned enterprises, modernising the public-private partnership framework and improving the business environment. These reforms seek to attract more private investment and support small and medium-sized enterprises, innovation and participation in global value chains. A second component supports modernising governance in the water and electricity sectors.
Climate considerations would play a greater role in public policy and the transition to a low-carbon economy. Bank governance director Abdoulaye Coulibaly said the programme was intended to cushion external economic, energy-related and climate-related shocks. Approval does not mean that funds have been disbursed, reforms completed or jobs created.
