Tsukasa Uemura, Japan’s special envoy for the Middle East peace process, proposed expanding Saudi-Japanese joint development projects in third countries in a newly published interview. He suggested combining Saudi resources with Japanese technical expertise, particularly in less-developed regions. He described cooperation between Saudi Arabia and Japan as extending into education and industrial development. The countries also have a mechanism for ministerial meetings.
Uemura also outlined existing crude-storage cooperation involving Saudi Arabia, the United Arab Emirates and Japan. The facilities are in Japan, while the stored oil remains the property of the two Gulf countries. It can be used commercially under normal conditions and released into Japan’s market during a supply emergency.
He said Japan was considering assistance for Asian countries affected by energy shortages, with possible support also covering crisis-preparedness planning. Linking maritime safety to reliable trade and energy supplies, Uemura urged a reduction in regional tensions and described maritime security as a shared interest.
